They seek to provide as broad a drug benefit as possible while controlling drug costs. METHODS: A medication-utilization review analysis for a small Child Health Plus population conducted by this pharmacy benefit management company identified three therapeutic categories, wherein, if a well-defined formulary were implemented, costs could be reduced considerably and rational drug-therapy options could be preserved. RESULTS: On November 1, 1999, this three-category formulary using automated contingent-therapy edits, national drug code NDC ; blocks, and mandatory generic product choices, where clinically appropriate, was implemented in this population of approximately 28, 500 members. Within six months, the per member per year cost decreased from $8.87 to $5.33. It is projected that within one year of implementation a 40%, or $100, 500, savings will be achieved over baseline in these three therapeutic categories. Overall, an 8% savings will be realized off the total drug budget. CONCLUSIONS: A well-structured, clinically tailored, three-therapeuticcategory formulary can provide a significant cost savings outcome within small, specialized populations.
